NGO Shadow Report
In Cambodia , NGO Shadow reports were written in the past - in 1997 and 2001 - but these were not submitted to the CEDAW Committee, primarily because no State party Reports were being considered. In 2005, the Cambodian NGO CEDAW Committee joined hands with the Cambodian Committee of Women (CAMBOW) to produce a Shadow Report that was then submitted for the first time to the CEDAW Committee for consideration alongside the State party's initial, second and third combined periodic reports (submitted in 2004).
The NGO CEDAW Committee was set up in 1995, after several Cambodian women activists returned from the Beijing World Conference on Women. The Committee includes members who represent NGOs working on women's rights issues, from all provinces throughout Cambodia - from 9 members in 1995, the Committee now includes 68 NGOs. The key role of the NGO CEDAW Committee is to monitor and promote the implementation of CEDAW in Cambodia ; to advocate with government on gender and women's rights concerns; and to participate in the drafting of the NGO Shadow Report to be submitted to the CEDAW Committee.
The Cambodian Committee of Women (CAMBOW) is a coalition of 35 NGOs working on women's issues. Established in 2000, its key aims are to promote respect for and to protect women's rights through education, training, research, documentation and advocacy. Particular attention is given to advocacy campaigns on violence against women, including domestic violence, rape and trafficking.
The 2005 Shadow Report was completed with support from the Cambodian League for the Promotion and Defense of Human Rights (LICADHO), UNIFEM, the International Women?s Rights Action Watch -Asia Pacific (IWRAW-Asia Pacific), and DanChurchAid (DCA).
