This is a tool for policy makers and development practitioners who are seeking practical guidance for engendering the MDGs. As in UNIFEM’s previous publication “Pathway to Gender Equality”, this publication argues for a gender-responsive and rights-based approach to implementing, monitoring and reporting on the MDGs. It argues that the foundations for such an approach have already been laid in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Plan for Action, which complement and reinforce the MDG framework. The publication aims to assist countries by suggesting a process for developing a gender-responsive rights-based national MDG reporting framework, and providing a sourcebook of issues to consider, possible strategies, and suggested long-term and intermediate targets and indicators.
CEDAW and the Law: A Gendered and Rights-Based Review of Vietnamese Legal Documents through the Lens of CEDAW
The passage of the Law on Gender Equality on 29 November 2006 and the review of the CEDAW Committee on 17 January 2007 signaled the need to review existing legal documents in Vietnam for conformity with gender equality standards set out in CEDAW, and identify whether there is need for amendments, revisions or repeal, or the issuance of new ones. This document aims to assist in this process of evaluation and reform of legal documents. It is a resource for drafters of legal documents, as well as to advocates for gender equality who seek to transform the legal system into one that incorporates fully the principles of gender equality and non-discrimination.
Pathway to Gender Equality: CEDAW, Beijing and the MDGs
The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action must be the touchstones for realizing the potential held out by the Millennium Development Goals (MDGs). The CEDAW and Beijing processes have generated a wealth of understanding and experience that illuminates the nature of gender-based discrimination and clarifies the steps needed to achieve gender equality. While the MDGs set out concrete, time-bound and measurable goals, targets and indicators for poverty reduction, this framework provides only the starting point for the work that must be undertaken. As the Millennium Declaration has emphasized, it is critically important that the gender equality obligations and commitments that have been made to the world's women are effectively implemented.
"Pathway to Gender Equality" outlines how CEDAW and the Beijing Platform for Action can be used as a lens to understand and address the gender equality dimensions of the MDGs, which in turn can help to ensure that the pursuit of the MDGs is based on principled conviction and results in effective development.
Report on the Gender Equality Situation in Vietnam , 2005 in Vietnamese
In 2005, the Vietnam Women's Union (VWU) undertook an assessment of the gender equality situation in Vietnam across 11 provinces/cities, representing different regions and areas throughout the country as well as cities at the central level. The assessment was conducted to provide inputs to and inform the drafting process for the Gender Equality Law, for which the VWU had a lead drafting role.
The assessment considered issues such as awareness and attitudes towards gender equality by men and women, decision-making and household responsibilities within the family, reproductive health care, attitudes towards child-rearing, gender equality in employment, politics and education, and recommendations on how the law could remove gaps and improve women's situation.
